The assessment examines how effectively resilience is understood, governed, exercised and improved across the organisation. Resilience maturity levels

  1. 01

    Reactive

    Response arrangements are largely informal, inconsistent or dependent on individual experience.

    Plans may exist, but they are not routinely exercised, validated or supported by clear governance.

  2. 02

    Formative

    The organisation has begun to establish structured resilience arrangements.

    Roles, plans and processes are developing, but implementation may be inconsistent and exercising remains limited or irregular.

  3. 03

    Adaptive

    Resilience arrangements are established, understood and regularly exercised.

    The organisation uses evidence, lessons and performance information to adapt plans, strengthen capability and improve coordination.

  4. 04

    Proactive

    Resilience is embedded within organisational culture, governance and decision-making.

    The organisation exercises regularly, anticipates emerging risks, applies lessons systematically and continuously improves its capability.

How the assessment works
